The building of two NPPs by Russia and Japan should have started in Ninh Thuan Province in 2014. The project, after being postponed repeatedly, was cancelled in 2016.This research aims to analyze the reasons why the government decided on the cancellation. The first official reason given by the government for the cancellation was problems with finance. Other factors that influenced their decision were the movements by citizens, such as the lobbying of Vietnamese higher communist leaders taken by Japanese intellectuals, concerned with the technical risks attached to nuclear power.
