On the other hand, Japanese main children related problem is child abuse. In this study, I aim to highlight the role of the civil society in both countries, owing to know how it could contribute to resolve these respective children related problems and therefore, the difference of political regime of two different states will be taken into consideration. The research fields were fixed at Ho Chi Minh City and Osaka. Both states run organizations and NGOs specialized in care of children in these two cities were visited and investigated. Vietnam is a socialist state of one party rule. The activities of civil society are dully limited by state. However, its civil society contributed to resolve SC problem in introducing the notion of social work and right of the child, importing new care technics and pushing government to liberalize civil society activities. On the contrary, in Japan, where the citizens have full right to conduct NPO activities, the activists are intensely engaged to run after the children needs and very few of them try to advocate government policy for child abuse.
