The latter advocates a democratic but more centralized politico-administrative system, and the former advocates a democratic and more decentralized one. A common point shared by these two approaches, despite the fact that they contradict each other in their conclusions about the politico-administrative system that they regard as ideal, is the fact that they both posit the existence of local politics and local public administration as long as they adopt a democratic system.
