The projects were first proposed in the 1960s. All of them failed due to citizen opposition.\n This paper aims, first, to describe these citizen movements, which continued for 48 years. Secondly,it will make a detailed analysis of regional history, going back as far as the mythological period that had an influence on the citizen movement of the region in the modern era. Thirdly, and finally, the paper demonstrates how the population considered their own history while taking actions against the projects. The power companies took different strategies for their nuclear projects: they chose three different regions at once for the project, pushing them concurrently in order to succeed in one place if they failed in another. After a failure, they would return to another target, showing their absolute determination to build on at least one site on the coast. As a result, the struggle of the citizens lasted a long time, from one generation to another. The important role of female citizens was also discovered in this study. This historical approach reveals the mythology that designates this region as a remote area thought of as a “nation of death”. The population is still devoted to a female tribal chief who battled against the future first emperor of Japan. There were three key elements, from three eras, that contributed to the 20th-century citizens’ movement: the Kumano Suigun (a privately-run medieval fleet), hogei (traditional whale-hunting, which required complex organizational planning), and the experiences of local fishermen in World War II before they joined the citizen movement. In their protests, the citizens themselves also appealed to their heritage. This study concludes that the regional history was an important element for the success of citizen movement. Finally, the paper emphasizes the damage that this struggle inflicted on the local community, as it divided people into pro and anti-nuclear groups.
