| 内容記述 | ベトナムでは2009 年に国内初の原発建設を決定し，2014 年よりロシアと日本によりニントゥアン第一・第二原発の建設が始まる予定であった。しかし3.11 を経て計画は延期に延期を重ねた挙句， 2016 年に国会で計画の白紙撤回が決まった。本研究ではその理由を分析する。 ベトナム政府は対外的に財政難という理由を前面に出す。しかし共産党高級幹部の反対も大きくはたらいたと考えられる。そしてその党員の反対を後押ししたのが，国内外のベトナム人専門家による懸念の発信であり，世界の国々で脱原発が進み，日本でも再稼動がなかなか行われない現状であった。 また日本の専門家による論述をベトナム語訳して，政府関係者に向けて発信し続けた日本の市民によるロビー活動の貢献もあった。ベトナム国内では原発反対のデモや座り込みは一切無かったが，権力を持つ党幹部の意見を動かしたグローバル市民社会の連携が，白紙撤回に果たした役割は大きいと考える。 | |||||

| 内容記述 | In 2009 Vietnam decided to build its first nuclear power plant (NPP). The building of two NPPs by Russia and Japan should have started in Ninh Thuan Province in 2014. The project, after being postponed repeatedly, was cancelled in 2016.This research aims to analyze the reasons why the government decided on the cancellation. The first official reason given by the government for the cancellation was problems with finance. Other factors that influenced their decision were the movements by citizens, such as the lobbying of Vietnamese higher communist leaders taken by Japanese intellectuals, concerned with the technical risks attached to nuclear power. Thus the actions of the global civil society contributed to the decision by the Vietnamese government to cancel the project. | |||||
